The present contempt petition has been filed for deliberate and intentional disobedience of order dated 16.02.2024 passed by the Division Bench of this Court in CWP-23761-2019, whereby the following order was passed:- "XXX XXX XXX Today, the learned counsel for the respondents, on instructions, submits that pursuant to the allotment process in question, the industrial sites/plots were to be allotted only to the industrial workers in Industrial Estate, Panipat. Thus, the limited concern of the authorities has been that only the genuine and rightful claimants are the beneficiaries of such allotment. Accordingly, to ensure that no bogus, in-genuine or false claim is entertained, the petitioners and alike are required to submit certain documents such as salary

-2certificate etc. He submits that the necessary communication as regards the documents that are required to be submitted by the petitioners, would be issued within a week from today. And the petitioners would be afforded an adequate opportunity to comply with the said requirement. Whereafter, on submission of the documents that would be asked for, the authorities would execute the conveyance deed in their favour within a period of 8 weeks from the submission of those documents.

In response, learned Senior counsel for the petitioners submits that the petitioners, who have been diligently pursuing their cause, for sure would furnish the necessary documents within the stipulated time. Accordingly, he submits that nothing substantive survives in the petition and the same be disposed of in terms of the statement made by learned counsel for the respondents. In the wake of the position sketched out above, we are not required to delve any further into the merit. Accordingly, in terms of the statements made by learned counsel for the parties, the petition is disposed of." 2.

In compliance of the order dated 16.02.2024 passed by the Division Bench of this Court in CWP-23761-2019, compliance affidavit dated 29.04.2026 of Prateek Hooda, HCS, Estate Officer, HSVP, Panipat, has been filed on behalf of the respondent in the Court. The same is taken on record. A copy thereof has been supplied to learned counsel for the petitioners.

The relevant paragraph No.3 of the said compliance affidavit is reproduced as under:- "3.

That in compliance with the aforesaid order, conveyance deeds in respect of Plot Nos.572, 604, 608, 922-P, 1011-P, 1396, 1511 and 1514 of Sector 25-II, Panipat have been duly approved in the favour of petitioners. Further, the conveyance deed of plot No.1007-P is under process on account of death case as

-3per HSVP policy. It is further submitted that the allottees/petitioners of Plot Nos.580, 858 and 1554 of Sector 25-II, Panipat have not applied for approval of conveyance deed."

Learned counsel for the respondents submits that petitioners themselves have not moved any application/documents as per the directions of this Court.

In view of the above, since order dated 16.02.2024 passed by the Division Bench of this Court in CWP-23761-2019, has been complied with, therefore, the present contempt is purged and rule stands discharged. 6.
