The petitioner through instant petition under Article 226/227 of the Constitution of India is seeking direction to respondent No.1 to decide his representations dated 22.11.2024 (Annexure P-5) and 23.08.2025 (Annexure P-10) in a time bound manner. He is further seeking direction to respondent No.2 to implement Officers' Committee Report dated 13.09.2023 which was approved on 14.09.2023. 2.

The petitioner joined Punjab Police as Constable. He was absorbed in Executive Clerical Cadre (English Branch) on 02.10.1987. He was promoted as Head Constable on 07.12.1990 and thereafter as ASI on 14.07.2011. Executive Clerical Cadre came to be merged with District Police Cadre on 25.07.2012. Pursuant to order dated 29.05.2023 passed by this Court in CWP-11062-2017, Officers' Committee was constituted DEEPAK BISSYAN 2025.09.02 17:30 I attest to the accuracy and integrity of this document

CWP-25914-2025 -2with respect to seniority and promotion of staff of Executive Clerical Cadre. The Committee furnished its report dated 13.09.2023 which was approved by DGP on 14.09.2023. The petitioner served representations dated 09.09.2024, 22.11.2024 and 23.08.2025 seeking fixation of his seniority as per report of Officers' Committee. The respondent has kept petitioner's claim pending on the ground that certain writ petitions are pending before High Court. The respondent has promoted juniors of the petitioner.

Learned counsel for the petitioner submits that the grievance of the petitioner would be redressed if the impugned representations are decided by the respondent in a time-bound manner. 4.

In view of above, respondents are directed to decide representation of the petitioner, in accordance with law, within a period of three months from today.

The respondent shall be free to consider interim/final orders passed by this Court in connected matter, if any, as well as claim of petitioner qua juniors.
