The petitioner is a Sarpanch of the concerned Gram Panchayat. 2.

In the writ petition filed by the respondent against the Punjab State Agricultural Marketing Board and others, he made an offer that he is ready to bear the expenses of the pipeline, if the same is laid under the road. It was also observed that if the offer made by the writ petitioner is not acceptable to the HSAMB, status quo shall be maintained. 3.

The petitioner has now filed the contempt petition by alleging that the writ petitioner has violated the status quo order. 4.

In the opinion of this Court, such dispute as raised by the petitioner cannot be examined in the contempt proceedings. The petitioner, who was a party to the writ petition, can always move an appropriate application in the said case.
