ARUN MONGA, J. (Oral) Petitioners herein, inter alia, seek writ of certiorari/mandamus directing the respondents to finalize the preparation of `Group-B' Service Rules of the respondent-Department at the earliest after considering the claim of Junior Scale Stenographers/Steno Typists for incorporating their posts as feeder cadre posts along with Clerks/Junior Assistants for promotion to the posts of Senior Assistant in the fresh/new `Group-B' Service Rules, as recommended vide memo No.7078 dated 15.06.2016 (Annexure-P.1) and vide noting dated 27.07.2016. 2.

In the premise, petitioners had caused representations dated 20.07.2016 and 30.11.2016 (Annexures.P-2 and P.3), but the same were not adverted by the respondents. Hence, the writ petition. 3.

On advance service of copy of petition, Mr. Mehardeep Singh, learned Assistant Advocate General, Punjab, puts in appearance and accepts notice on behalf of respondents.

Given the nature of order being passed, there is no necessity to seek return by the respondents as no further proceedings and/or pleadings are required.

Without commenting on the merits of the case, the writ petition is disposed of with a direction to the respondents to objectively consider the representations dated 20.07.2016 and 30.11.2016 (Annexures.P-2 and P.3) in the light of recommendations contained in memo No.7078 dated 15.06.2016 (Annexure-P.1) and also by keeping in view the contentions stated in the present writ petition by treating it as a supplementary representation and pass a speaking order, in accordance with law. 7.

Let the needful be done within a period of 8 weeks from the date of receipt of a certified copy of this order. 8.

It is expected of the respondents not to give finality to any proposed promotions till the passing of the speaking order. 9.

Disposed of in above terms.
