***** Learned senior counsel appearing in the review application submits that it is not the liability of the petitioner, and it was actually the bank which was required to make the payment and there was a wrongful entry. The claim set up by the applicant-farmer before the Permanent Lok Adalat was against both the respondents (petitioner and respondent No.3 herein), and this Court has while deciding the writ petition, examined whether the liability of payment of compensation to the applicant before the Permanent Lok Adalat was existing or not. Once the same was found to be existing, decision to direct the respondent No.2/petitioner before this Court to release the amount, cannot be gone into.

The Permanent Lok Adalat was examining only the case of the applicant, and not the inter se dispute between the Punjab National Bank and the Insurance Company, suffice it to notice that the crop was duly insured under the Pradhan Mantri Fasal Bima Yojana. Also, it is not the case of the petitioner that the premium amount was not received by them. Even otherwise, the scope of review is only to the extent that there is any error apparent on the face of the record.
