1. The petitioner would be free to challenge the order dated 25.10.2023 separately in writ petition, as the petitioner has not been able to satisfy this Court that the person who has been granted promotion on the post of Executive Engineer (Horticulture) is not a graduate in Engineering.

2. Contempt petition is dismissed with liberty to revive if the petitioner is able to satisfy this Court by documentary proof that the concerned person who has been promoted as Executive Engineer (Horticulture) does not possess qualification of graduation in Engineering.
