In the absence of any plausible reason, this Court finds that present petition suffers from delay and laches, thus, cannot be entertained.

It is made clear that petitioner was dismissed from service and cannot be deprived from benefits which are available to a dismissed employee. The respondent shall release service benefits, if any, are due and not released.
