JASWANT SINGH, J. (ORAL) The petitioner was an aspirant for appointment against 7 posts of Works Manager, in the Department of Transport, Government of Punjab, advertised by the PPSC on 1.5.2018 vide Annexure P1. The petitioner being a Graduate and claiming to be possessing two years experience in supervisory capacity in a Government Transport Undertaking was permitted to take the Competition Exam held on 2.9.2018. The grievance is directed against the public notice dated 5.12.2018 (Annexure P7), whereby the result has been declared and the petitioner has been considered to be ineligible due to non-possessing of the

required experience in supervisory capacity from a Government Transport Undertaking.

After having scrutinized the arguments and the pleadings in the case, this Court finds that the present petition is devoid of any merits. Concededly, the prescribed qualifications for the post of Works Manager as per the Advertisement (Annexure P1) are as under: - "Graduate in Mechanical Engineering from a recognized University with specialization in Automobile Engineering and at least two years experience in supervisory capacity in a Govt. Transport Undertaking OR Diploma in Automobile Engineering from a recognized university with a five years experience in supervisory capacity in a Motor workshop of Government department or Transport undertaking."

The petitioner to show that he possesses the required experience, is relying upon the experience certificate dated 9.10.2018 (Annexure P3), which reads as under: - "This is certified that Mr.Amandeep s/o S.Manjit Singh r/o Village Dadwan P/o Dhariwal Distt. Gurdaspur (Pb.) worked as Maintenance Engineer at in our Company M/s Brightway Contractors & Developers Project of Landscape Development in the outer and inner Zones of the fort Complex and Monument Lighting at Gobindgarh Fort Landscape Development, Phase II, allotted by Punjab Heritage & Tourism Promotion

Board, from 1 March 2015 to 31 August 016, with our entire satisfation. During his working period, we found him sincere, honest, hardworking, dedicated employee with a professional attitude and very good job knowledge.

We wish him every success in life.

M/s Brightway Contractors & Developers."

* * * "This is certified that Mr.Amandeep s/o S.Manjit Singh r/o Village Dadwan P/o Dhariwal Distt. Gurdaspur (Pb.) worked as Maintenance Engineer at in our Company M/s Krishna Amphibious Tours LLP on Project of Operation and Maintenance of Amphibious Bus Service in Harike on PPP Basis, allotted by Punjab Heritage & Tourism Promotion Board, from 1 September 2016 to 30 September 2018, with our entire satisfaction. During his working period, we found him sincere, honest, hardworking, dedicated employee with a professional attitude and very good job knowledge. We wish him every success in life."

M/s Krishna Amphibious Tours LLP."

A bare perusal of experience certificates reveals that the said experience is not from any Government Transport Undertaking. Even to a pointed query, counsel for the petitioner has not been able to show that M/s Brightway Contractors & Developers and Krishna Amphibious Tours LLP, can be construed as a Government Transport Undertaking.

In view of aforesaid factual situation, the petitioner has been rightly held to be ineligible, hence, the instant writ petition is dismissed.
