Short reply by way of affidavit of Iqbal Singh, PPS, Superintendent of Police, (Headquarter), District Shaheed Bhagat Singh Nagar, on behalf of respondents No. 1 and 2 is taken on record. Registry is directed to tag the same at appropriate place. 2.

On 17.09.2025, the following order was passed by this Court:- "

The petitioner through instant petition under Articles 226/227 of the Constitution of India is seeking direction to respondent to promote him from the post of Kennel Man to Constable.

The petitioner joined Punjab Police as Class IV employee in 2013. Initially, he was temporary, however, was regularized from December' 2016. He in July' 2019 was deputed for Dog Squad Kennel Man Training. He successfully completed course on

CWP No. 27769 of 2025 -210.02.2020. He was transferred from Mansa to SBS Nagar Nawanshahr vide order dated 18.08.2024 and at present he is working as Kennel Man at Nawanshahr. He submitted representation dated 12.11.2024 followed by notice dated 29.07.2025 requesting the respondent to promote him as Constable as per standing order issued by Inspector General of Police.

Learned State counsel seeks short accommodation to address the arguments.

Adjourned to 09.10.2025.

Learned State counsel on the adjourned date shall clarify as to whether petitioner is entitled to post of Constable as per standing order dated 21.01.2002 (Annexure P-4).'

The aforesaid order was followed by order dated 09.10.2025 which reads as under:- "

Learned State counsel submits that as per his instructions, the petitioner had never performed duty of Kennelman though he had undergone training of Kennelman, thus, he cannot be considered for the post of Constable. Let affidavit in support of aforesaid averments be filed. Adjourned to 28.10.2025."

As per affidavit dated 17.10.2025, the petitioner is not discharging duties of Kennelman.

Learned counsel for the petitioner submits that he may be permitted to withdraw the instant petition, at this stage, with liberty to petitioner to file afresh if he gets evidence to support his contention that he had discharged duties of Kennelman for more than three years.
