Learned State counsel refers to para 8, 9, 10 of the reply dated 12.11.2025 filed by Assistant Commissioner of Police, Central, Ludhiana, which read thus:
"8. That during enquiry, the petitioner produced a pen drive and levelled certain allegations against respondent No.4. The contents of the said pen drive were thoroughly examined by the Enquiry Officer; however, on viewing the video footage, no incriminating or objectionable material came to light. Further, the pen drive submitted by respondent No.4 in compliance with Order No.845 dated 17.04.2025 issued by the Tehsildar, Ludhiana, was also examined, but no occurrence or incident as alleged by either party was found recorded therein. From the overall enquiry, including the statements of witnesses and the material produced by both sides, it was revealed that the petitioner and respondent No.4 are closely related to each other and are involved in property disputes, with civil litigation already pending between them. Hence, no substance or truth was found in the allegations levelled by the petitioner in the complaint.
9. That after conducting fair and impartial and comprehensive inquiry, the deponent has submitted a detailed report dated 03.11.2025 with the Commissioner of Police, Ludhiana with the recommendation to file the complaint made by the petitioner. A copy of said report of the deponent is attached herewith as Annexure R-1. The Commissioner of Police, Ludhiana has approved the said MOHIT 2026.03.11 18:15 I attest to the accuracy and integrity of this document

That in view of the findings recorded during enquiry wherein the allegations levelled by the petitioner were not substantiated by any cogent evidence or corroborative material, it is respectfully submitted that the present petition is devoid of merit and deserves to be dismissed The dispute between the parties is purely of civil nature arising out of property issues already pending before the Ld. Civil Court, and no criminal occurrence as alleged by the petitioner has been found to have taken place." 2.
In view of the above, no further orders are required to be passed. 3.
