Through the instant petition, the petitioner seeks issuance of directions upon the respondent No.1, to ensure protection of his life and liberty at the hands of respondent No.2, and, also to restrain the said respondent from unnecessarily harassing and threatening the petitioner. 2.

At this stage, the learned counsel representing U.T. Chandigarh, on instructions imparted to him by S.I. Rajesh, submits that the petitioner is involved in two cases, i.e. FIR No.54/2017 under Section 21 of the NDPS Act, registered at P.S. Kharar, and, FIR No.48/2020 under Section 21 of the NDPS Act, registered at Sector 26, Chandigarh. 3.

Though the factum qua registration of FIRs (supra) has been concealed by the petitioner, however, the above made submission reveals the criminal antecedents of the petitioner and impels this Court to draw an inference that he is a habitual offender, who has approached this Court to obtain blanket protection.

Moreover, what erupts from a naked eye scrutiny of the instant petition, is that, only bald allegations, qua harassment and threats being extended to the petitioner by the respondent No.2, are made therein. Neither any supportive material has been placed on record by the petitioner to corroborate his allegations, nor even any single instance pertaining to the manner and mode of alleged harassment or threats being extended to the petitioner has been anywhere disclosed. Therefore, such bald allegations cannot be readily and naively accepted by this Court, in the absence of any valid and convincing material in support thereof. 5.

Consequently, the instant petition is dismissed, being devoid of merits.
