(Oral) Prayer in this writ petition filed under Articles 226/227 of the Constitution of India, is for issuance of a writ in the nature of certiorari, for quashing the impugned appointment of respondent No.5 as Managing Director of Puncofed vide order dated 06.02.2023 bearing Endorsement No.RCS/Estt-1/ASG-2/737-42 dated 07.02.2023 (Annexure P-11) issued by an incompetent authority; charge-sheet bearing Nos.752 dated 30.06.2023 (Annexure P-17) issued by the Managing Director holding the additional charge, who is neither the appointing authority nor the punishing authority; and the dissenting note recorded by the Managing Director holding the additional charge, who is neither the appointing authority nor the punishing authority conveyed vide Endorsement No.1316 dated 19.12.2024 (Annexure P20).
