Present writ petition has been filed for quashing the order dated 14.11.2023 (Annexure P-7) passed by respondent No.3 for appointing Block Development Panchayat Officer Sh. Rupinder Pal Singh as Administrator for doing the development work of the Gram Panchayat village Kot Duna, Tehsil and District Barnala wrongly and illegally. Further prayer has been made for directing respondents No.2 & 3 to take action against the private respondents/Panchayat members because they are not attending the meetings of the Gram Panchayat and not cooperating for the development of the village and also permission be given to the petitioner for conducting the development work of the village and for staying the operation of impugned order dated 14.11.2023 (Annexure P-7) passed by respondent No.3.

Learned counsel for the State, on instructions from Mr. S. S. Sidhu, BDPO, Barnala, at the outset submits that the petitioner has approached this Court impugning order dated 14.11.2023 wherein the Administrator was appointed uptil 16.12.2023 and thereafter, the same has not been extended. He submits that even otherwise now the Panchayats have dissolved so that nothing survives in the present petition for adjudication, thus, the same may kindly be disposed of as infructuous. 3.

Learned counsel for the petitioner has also accepted the submissions made by learned State counsel.
