The instant writ petition lays challenge to the letter dated 04.07.2025 (Annexure P-8), whereby respondents No. 1 and 2 have refused to issue/release the final degree of the petitioner even after three years of his completing the degree.

On 13.10.2025, this Court passed the following order:- "Learned counsel for the petitioner submits that, for the second time, the petitioner has to approach this Court through the instant writ petition filed under Article 226/227 of the Constitution of India, as the Punjabi University, Patiala (respondents no.1 and 2), has not declared his result after completion of his Decree of BA.LLB, rather, through the impugned notification dated 04.07.2025, (Annexure P-8), the Controller of the University Examinations, despite the specific direction given by this Court vide order dated 27.05.2025 (Annxure P-7), to consider his representation, and thereupon, to

pass a speaking order, has only informed him that his result of Bachelor of Laws Part-II Semester-III has been withheld due to regular gap, and only upon the declaration by the Degree Section, the same will be immediately sent to the concerned degree college.

Learned counsel for the petitioner submits that the above conduct of the respondent no.2-University is, primarily, contemptuous in nature.

Notice of motion.

On an advance notice, Mr. Parikshit Goyal, Advocate, has caused appearance, and accepts notice on behalf of respondents no.1 and 2-Punjabi University.

He seeks an adjournment to have apt instructions regarding the submissions made in the instant petitions. Before this Court proceed further and seek a clarification from respondents no.1 and 2-University, this Court deems it appropriate to grant an adjournment to learned counsel for respondents no.1 and 2 to have apt instructions from the quarter concerned.

Adjourned to 06.11.2025.

Let notice upon respondent no.3, be issued, on furnishing the requisite process fee by the petitioner.

Reply, if any, be also filed on behalf of respondents concerned, on or before the next date of hearing, with a copy in advance to learned counsel opposite.

To be shown in the urgent list.

It is made clear that no further request for an adjournment shall be entertained on the next date of hearing, on behalf of either of the parties."

Today, learned counsel appearing for respondents No. 1 and 2 informs the Court that the process for issuance of the final degree has already been initiated and appropriate instructions have been issued to respondent No. 3 to issue the same.

In view of the specific stand taken by learned counsel for

respondents No. 1 and 2, this Court is of the view that the legality of the impugned letter need not be examined at this stage, as the grievance of the petitioner stands redressed. However, the competent respondent(s) is directed to expedite the process and issue the final degree to the petitioner, in accordance with law, within three weeks from the date of receipt of a certified copy of this order.

Disposed of accordingly.
