The speaking order in terms of order dated 28.08.2019 has been passed on 24.01.2020, copy of which has been placed on file. Learned counsel for the petitioner submits that this order has not been passed within a period of three months of the date of communication of this order i.e. 03.09.2019 and speaking order has been passed after expiry of three months and respondents are liable to pay the costs of `25000/-.

Without commenting upon the submission of learned counsel for the petitioner regarding the conveying of speaking order, this petition is disposed of as having been rendered infrucutous with liberty to the petitioner to avail other legal remedies available to him. Rule discharged.
