Prayer in this writ petition filed under Articles 226/227 of the Constitution of India, is for issuance of a writ in the nature of mandamus, directing the respondents to release the pending salary of the petitioner after protecting the pay of the petitioner in HPGCL (parent department) and grant the salary for the deputation period from 17.11.2023 to 02.01.2025 and the arrears be released with 18% penal interest. Further prayer has been made to direct the respondents to settle the leave salary contribution and pension contribution as per HPGLC's communication Memo No.1054/67/2/CPA dated 19.03.2025 (Annexure P-8).

Learned counsel for the petitioner submits that he would be satisfied if the representation dated 23.05.2025 (Annexure P-9) of the MOHD YAKUB 2025.09.29 18:31 I attest to the accuracy and authenticity of this document Punjab & Haryana High Court, Chandigarh.

CWP-29296-2025 petitioner is decided by respondent No.1 by passing a speaking order in a time bound manner.

Learned State counsel as well as learned counsel for respondents No.2 to 4, appearing on advance notice, submits that they have no objection, in case a direction is issued to respondent No.1 for time-bound consideration and decision of the representation dated 23.05.2025 (Annexure P-9) of the petitioner by passing a speaking order.

Therefore, in view of the limited prayer made by learned counsel for the petitioner, respondent No.1 is directed to consider the representation dated 23.05.2025 (Annexure P-9) of the petitioner and pass a speaking order, after affording an opportunity of hearing to the petitioner, within a period of 03 months from the date of receiving a certified copy of this order. Further, the decision taken thereof shall be conveyed to the petitioner. Needless to say, if the petitioner is found entitled to the relief sought, the same shall be granted forthwith by respondent No.1.
