(Oral) On dated 20.02.2023, following order was passed in both the petitions:- "Instant petition was filed in the year 2019 by petitionerBhupinder Singh, aged 52 years, seeking a writ in the nature of mandamus directing official respondents to protect his life and liberty and not to harass him unnecessarily by involving him in multiple investigations.

Prayer for filing of the status report was also made. Petition contents another prayer that the impugned notices dated 22.04.2019 (Annexure P-3), 07.03.2019 (Annexure P-4), 24.04.2019 (Annexure P-5) and 30.08.2019 (Annexure P-7) be quashed. While referring to the status report dated 08.02.2020 filed by way of affidavit of Kuldeep Singh, PPS, Deputy

- 2 - Superintendent of Police, Vigilance Bureau Unit Tarn Taran on behalf of respondent No.5, learned State counsel points out Paragraphs No.5 and 6, which says as under:- "5.

That it is respectfully submitted that the answering deponent has recorded the statements of the complainant Ramneek Singh, the petitioner Bhupinder Singh(Suspect). Patwari Iqbal Singh(suspect), Ramandeep Singh Patwari Circle Kaka Kandiala, Narinderpal Singh Circle Tarn Taran, Surjit Singh Patwari Circle Bugga, Sukha Singh Patwari Circle Muradpura. The Municipal Council Tarn Taran has asked to submit record regarding the Development Works undertaken during 2007 to 2018, but the said record is awaited till date. The enquiry of the instant complaint will be concluded expeditiously and further appropriate action will effected as per the findings of the enquiry.

That it is respectfully submitted that the complainant Ramneek Singh has levelled serious allegations of corruption & misuse of authority against the petitioner Bhupinder Singh, which needs to verified thoroughly. It is pertinent to mention here that the Vigilance Bureau is a Specialized, independent & professional body to verify acts involving Corruption. The averments raised by the petitioner Bhupinder Singh in the instant petition, are vehemently denied being wrong & incorrect. The answering deponent, in right earnest, is conducting the enquiry of the instant complaint, in a fair, impartial & professional manner and same will be concluded expeditiously. Submitted for favour of kind consideration please."

Today also, learned State counsel, on instructions from Inspector Sharanjeet Singh, Vigilance Bureau and ASI Sukha Singh, Tarn Taran states that as of now, petitioner is not required in any criminal case and also there is no threat perception to the petitioner from anyone. Thus, there is no question of harassing the petitioner by the officials of the State of Punjab.

Counsel appearing on behalf of the petitioner request for an adjournment as the arguing counsel is not available. Adjourned to 24.02.2023.
