It is a case where a girl child of 8 years was a victim of an acid attack and because of which she has become totally blind. Although at the time of disposal of the main writ petition, the Court had tried to grant all the reliefs prayed but the applicant-petitioner has filed the present review application for seeking rehabilitation of his daughter by way of providing education in a blind school, i.e. Andh Mahavidhalya, Hisar, expenses for the plastic surgery and monthly pension of `8,000/-. During the course of hearing, counsel appearing on behalf of the review petitioner had informed the Court that the daughter of the petitioner cannot get admission in Andh Mahavidhalya, Hisar because no girl student is admitted there. However, a request was made that the daughter of the petitioner may be got admitted in the Blind School at Chandigarh.
This request was considered and Mr. Suvir Sehgal, Senior Standing Counsel for the UT Chandigarh was requested to intervene in the Vinod Kumar 2018.07.23 14:37 I attest to the accuracy and integrity of this document phhc
RA No.15 of 2018 (O&M) in [ 2 ] CWP No.23095 of 2015 ****** matter. He has very well assisted the Court by pressing upon the Blind School at Chandigarh for granting admission to the daughter of the petitioner and placed on record an e-mail dated 17.03.2018, addressed to him by the Institute for the Blind, Chandigarh. In response to the said mail, on 23.04.2018, learned counsel appearing on behalf of the review petitioner had informed the Court that the petitioner's daughter has been given admission in the Institute for the Blind at Chandigarh. Insofar as the expenses for the plastic surgery are concerned, it is needless to mention that the respondents, in their various policies for the acid attack victims referred in the main judgment, have admitted to provide 100% medical reimbursement including plastic surgery.
Therefore, there is no need to pass any separate order in this regard. As regards the monthly pension of `8,000/-, counsel for the respondents has submitted that the Social Justice and Empowerment Department, Haryana has formulated a scheme namely "Financial Assistance to Acid Victim" in this regard, which is yet to be approved by the Cabinet.
Thus, keeping in view the aforesaid averment, the respondents are directed to make efforts for approval of the aforesaid Scheme from the Cabinet and grant financial assistance to the daughter of the petitioner as per the aforesaid Scheme thereafter under intimation to this Court.
