State of Punjab and others . . . . Respondents **** CORAM: HON'BLE MR. JUSTICE SANJEEV PRAKASH SHARMA ****

Present:

Mr. Krishan Singh Dadwal, Advocate, for the petitioner.

**** SANJEEV PRAKASH SHARMA, J.(Oral)

1. Learned counsel submits that the petitioner has been served summons by the Vigilance Bureau in relation to complaint regarding illegal regularization of ad hoc employees in various Zila Parishads and Panchayat Samitis.

2. Learned counsel submits that the petitioner has never been regularized, and while he was working on contract basis, he has already resigned, and therefore there was no occasion for issuing of summons to the petitioner.

3. This Court finds that issuing of summons by the Deputy Superintendent of Police (Vigilance Bureau) is only a process for examining the case at the preliminary stage.

4. The petitioner has all the rights to submit his papers reflecting that he was never regularized. The said aspect can always be examined and as on today, no cause of action arises to proceed in this writ petition.
