(Oral) The petitioner has filed the instant petition, claiming the following relief:- "Issue a writ of Mandamus to directing the respondent to allow the petitioner to join as Helper-CumPump Operator in Irrigation Department specially in Mechanical Field on any Division namely Kotla Minor, Dubalu Minor, Banarasi Minor or Nuh Minor where petitioner had worked as a Mechanical Pump Operator/Helper from August 2015 to 30.11.2021. On 30.11.2021, when petitioner held reached at work place than he was not allowed to do any work and said orally that no need to come further on duty without giving any reason or any written letter."

On receipt of advance copy of writ petition, learned State Counsel, on instructions from the Department submits that the petitioner was engaged through outsource agency M/s. Perfect Solutions for the MOHD YAKUB 2024.11.19 10:24 I attest to the accuracy and authenticity of this document Punjab & Haryana High Court at Chandigarh

CWP No.30920 of 2024 (O&M) period January, 2016 to September, 2017 and thereafter, through another outsource agency M/s. Aarth Enterprises from October, 2017 to October, 2020, however, the said fact has not been stated in the petition and an impression has been given as if the petitioner has been appointed by the State authority.

Even otherwise, the present petition has been filed after a period of more than four years.
