With respect to COCP-5018-2025 and COCP-5370-2025, learned Additional Standing counsel appearing for UT Chandigarh has stated that a detailed compliance report has been submitted in pursuance of the order passed by the Central Administration Tribunal, Chandigarh Bench, which has been upheld up to the Hon'ble Supreme Court. 2.

Learned counsel for the petitioners has referred to para 5(b) of the said order passed by the Central Administration Tribunal, Chandigarh Bench, vide which the following relief has been granted: - "b) The applicants/contractual lecturers are held entitled to the payment of minimum of the pay scale plus admissible D.A. notionally since the initial appointment itself but payment of actual arrears shall be restricted to 3 years preceding the date of filing of this O.A."

It is submitted that arrears as per increase in the DA have not yet been given to the petitioners.

Learned Additional Standing counsel for UT Chandigarh has referred to order dated 12.05.2026 (Annexure R-V) along with the reply, which reads as under: - "In pursuance of Memo no. E-558969-IH(2)-2026/4882 dated 12.05.2026 issued by Secretary Technical Education, Chandigarh Administration, Dearness Allowance will be paid to petitioners of COCP No. 5018 dated 2025 in CWP no. 8628 of 2015 titled as Preet Karan Singh & Ors. vs Prerna Puri, IAS & Ors. and COCP No. 5370 dated 2025 in CWP No. 345 of 2016 titled

-3Karamjit Kaur and Anr Vs. Prerna Puri, IAS & Ors. as under:- Date DA% 01.07.2023 46% 01.01.2024 50% 01.07.2024 53% 01.01.2025 55% 01.07.2025 58% 01.01.2026 60% The above petitioners will be released dearness allowance as revised from time to time (at par with regular employees). Learned Additional Standing counsel for UT Chandigarh has assured the Court that arrears on account of dearness allowance would be released to the petitioners on or before 15.06.2026. 6.

As far as COCP-5358-2025 is concerned, it is submitted by learned Additional Standing counsel for UT Chandigarh that the amount which has already been released is on the higher side and nothing more is to be granted to the petitioner in the said contempt petition. 7.

Learned counsel for the petitioners has submitted that in view of the above-said fair stand taken on behalf of the respondents, the present contempt petitions be disposed of but the respondents be bound by the said statement.

Keeping in view the above-said facts and circumstances, the present contempt petitions are disposed of. The respondents would be bound by the statement made before this Court. 9.

It is made clear that in case the above-said amount is not paid by the respondent on or before 15.06.2026 and the petitioners are required to file an application for revival of the present contempt petitions, then, the respondents would be liable to pay litigation expenses to the petitioners, apart from other action to be taken.
