It is contended that the orders dated 23.08.2023 and 01.09.2023, may be reviewed because they have been passed relying upon Policy, dated 04.10.2022, which was not applicable to the petitioners' case. The applicable Policy, dated 09.08.2023, is appended as Annexure R-1 (in Civil Writ Petition No.16913 of 2023), with the affidavit filed by the State. It has also been contended that there is shortage of doctors in the Institute, and that is the reason NOC was not being given to the petitioners.

It is not in dispute that pursuant to the interim orders sought to be reviewed, NOCs have already been issued to the petitioners, and they have participated in the selection process as well. The matter is listed for adjudication before the Division Bench. Therefore, no ground to entertain the applications is made out.
