This is a petition under Sections 10 and 12 of the Contempt of Courts Act, 1971 for initiation of proceedings against the respondent for non-compliance of the order dated 02.08.2025 passed in CWP-22181-2025. 2.

Vide order dated 02.08.2025 the only direction issued was to consider the legal notice-cum-representation of the petitioner and to decide the same, in accordance with law.

On 17.11.2025 the following order was passed : " Short reply has been filed by way of an affidavit dated 17.11.2025 of Sh. Tej Pal, Estate Manager, Housing Board, Haryana, Panchkula along with a speaking order dated 14.11.2025. A perusal of the speaking order reveals that no opportunity of hearing was given to the petitioner.

Infact, it has been stated that the petitioner was telephonically informed about the opportunity of personal hearing, however, no date or time or the phone number from which the petitioner was called has been mentioned. Further still, it has been stated though a formal opportunity of hearing was given on 14.11.2025 vide letter No.HBH/EM/PKL/2025/3844 dated 14.11.2025, however the petitioner did not appear. Learned counsel for the petitioner has pointed out that the said letter was received by the petitioner only on 14.11.2025 and there was no question of the petitioner being able to appear on that date itself.

Let the petitioner appear before the Chief Administrator, Housing Board, Haryana, Panchkula on 21.11.2025 at 11:00 am who shall then pass a speaking order after affording proper opportunity of hearing to the petitioner. List on 01.12.2025."

Today a short reply by way of affidavit of Sh. Tejpal, Estate Manager, Housing Board Haryana, Panchkula, has been filed in Court which is taken on record. Registry to scan and tag the same at the appropriate place. Alongwith the said affidavit a speaking order dated 28.11.2025 has been appended as Annexure R-1, wherein all the grievances of the petitioner have been addressed and the calculations have also been given in the said speaking order.

Learned counsel for the petitioner states that he is not satisfied with the speaking order.

In view of the fact that the speaking order has since been passed in consonance with the order dated 02.08.2025 passed in CWP-22181-2025, no further orders are required to be passed in the present contempt petition and the same is disposed off as such. Rule stands discharged. Pending applications, if any, also stand disposed off. 7.
