The prayer in the present petition under Section 528 of BNSS (earlier 482 of Cr.P.C.) is for the issuance of directions to the respondents to file a final report in case FIR No.315 dated 26.11.2024 registered under Sections 420 and 406 of IPC, 1860 and Section 13 of Punjab Travel Professionals (Regulation) Act, 2014 at Police Station Phillaur, District Jalandhar (Rural) and to arrest the accused Sukhwinder Singh whose anticipatory bail has been dismissed vide order dated 31.07.2025 (Annexure P-7).

The learned counsel for the petitioner contends that the petitioner, being the complainant, is aggrieved by the fact that despite the FIR having been registered on 26.11.2024, the final report has not yet been submitted before the concerned Court. Further, the anticipatory bail of the accused -Sukhwinder Singh has been dismissed but no coercive KUSUM 2026.03.13 16:22 I attest to the accuracy and integrity of this document PHHC Chandigarh

The learned counsel for the State, on instructions, submits that the accused-Sukhwinder Singh is absconding after having been granted bail by the Courts at Delhi in another FIR registered against him. However, coercive steps have been adopted against him so as to declare him a proclaimed person and the said procedure shall be completed positively within a period of 90 days from today. 4.

In view of the above, no further orders are required to be passed by this Court.

Needless to say, the Investigating Agency shall proceed expeditiously so as to complete the investigation, when the accusedSukhwinder Singh is arrested. 7.

All the pending miscellaneous applications, if any, stand disposed of.
