The petitioners through instant petition under Article 226/227 of the Constitution of India are seeking setting aside of notice dated 25.04.2025 and 18.06.2025 whereby respondent No.2-Deputy Commissioner has raised demand for computers kept in their cabins. They are further seeking setting aside of letter dated 04.03.2025 issued by respondent No. 3.

The petitioners are Deed Writers in Fatehgarh Sahib since 1994. The State of Punjab enacted Kutchery Compound Fund Rules, 2003 prescribing licence fees under different heads. The State government issued instructions dated 26.02.2004 directing Deed Writers to make their own arrangements to write sale deed. The State Government vide instructions dated 07.04.2004 allowed typing of sale deeds from computer operators or third persons. CWP-32446-2025 -2notification dated 06.10.2006 prescribed monthly fee of ₹500/- for installation of computer which was enhanced to ₹1,000/- vide notification dated 10.08.2023. Respondent No. 3 issued letter dated 04.03.2025 highlighting non-payment of licence fee by Deed Writers for keeping computers in their cabins. Respondent No. 2 vide notice dated 25.04.2025 and 18.06.2025 raised demand from petitioners for keeping computers in their cabin in addition to the cabin fee. They served legal notice upon respondent No. 2 which was rejected on the ground that government vide letter dated 12.02.2018 has prescribed fees for computers installed by licensed stamp vendors and the petitioners having computers in their cabin are liable to pay the computer fees.

On being confronted with notifications issued by State Government, learned counsel for the petitioners seeks permission to withdraw the petition with liberty to file afresh with better particulars. 4.

Dismissed as withdrawn with aforesaid liberty. 5.
