Through this petition, the petitioner seeks quashing of the Notice Inviting Tenders (NIT) dated 28.10.2025 floated by the respondent-U.T. Administration in respect of Chemist Shop No.7, Sarai Building, Government Multi-Specialty Hospital (GMSH), Sector-16, Chandigarh. 2.

The primary ground on which the instant petition has been filed is that the earnest money required to be deposited to apply in response to the impugned NIT is Rs.19,08,000/- which the petitioner is unable to deposit as the petitioner's security amount in the shape of fixed deposit receipt for an amount of Rs.68 lakhs (approximately) is lying deposited with the respondent-U.T. Administration in pursuance to the expired licence deed for the same Chemist Shop, the release/refund of which has been unnecessarily delayed by the respondent-U.T. Administration. Mr. Sumeet Jain, who appears on advance notice for the respondent-U.T. Administration states that the issue with regard to the petitioner's refund of the aforesaid security shall be finally decided by the respondent-U.T. Administration within one week from today and that the last date to apply, in pursuance to the impugned NIT dated 28.10.2025, shall be extended for another three weeks.
