On advance service of copy of petition, Mr. Navneet Singh, Senior Deputy Advocate General, Punjab and Mr. Ashish Grover, Advocate appear on behalf of the respondent-State and respondent No.2, respectively. Learned State counsel submits that the Deputy Commissioner, Amritsar, Punjab/competent authority shall take decision either way, on the pending legal notice dated 04.12.2024 (Annexure P-19) within a period of four weeks from today.

Keeping in view the submissions made by learned counsel for the parties and without commenting on the merits of the case, the present writ petition is disposed of with a direction to respondent No.1 - Deputy Commissioner, Amritsar, Punjab/competent authority to consider and decide legal notice dated 04.12.2024 (Annexure P-19) by way of passing a speaking order, after affording due opportunity of hearing to all the concerned parties, within a period of four weeks from today. 5.
