Upon perusal of the paper book, it is apparent that the petitioner is seeking a roving enquiry into the affairs of the Gram Panchayat, without placing on record any material particulars or supporting documents to substantiate the allegations made therein.

In "Ashok Kumar Pandey v. State of W.B." 2004(3) SCC 349, the Hon'ble Apex Court held that petition seeking to make a roving enquiry on speculative foundations and premises, cannot be entertained. 6.
