The petitioner though instant petition under Article 226/227 of the Constitution of India is seeking issuance of writ of quo warranto calling upon the respondent No. 4 to 12 to show authority under which they have been appointed on the post of "Assistant Transport Officer" on deputation despite they do not possess necessary experience of 5 years of service as "Senior Assistant, Senior Assistant (Account), Junior Auditor and Draftsmen" which is a condition precedent for appointment by way of deputation as stipulated by office order memo No.310 dated 27.02.2025. He is further praying that order dated 19.05.2025 be set aside.

The Punjab Transport Department on 27.02.2025 decided to fill 22 posts of Assistant Transport Officer by way of deputation. The aforesaid posts fall at level 12 with Rs.43,000/- of 6th Pay Commission DEEPAK BISSYAN 2026.03.24 16:14 I attest to the accuracy and integrity of this document

CWP-39314-2025 -2or Level 6 of 7th Pay Commission with Rs.35,400/-. The posts were to be filled by applying criteria as applicable to promotion to the post of Assistant Transport Officer. Respondent No.2 vide order dated 19.05.2025 has appointed private respondents No.4 to 12 on the said post, though they do not fulfill the prescribed criteria. 3.

On being asked, learned counsel for the petitioner submits that petitioner is a public-spirited person and has no concern with appointment of respondents.

The petitioner seems to be a busybody. He has no locus with respect to appointment of respondents on deputation. 5.

Dismissed.
