Mr. Dutta, learned counsel for the respondents submits that there is abnormal delay in filing the connected appeal. However, he has no objection if the delay is condoned but there should not be any stay of the operation of award without hearing the respondents. Practically, there is no stay petition filed by the appellant-petitioner. The delay is explained in the petition and since it is not disputed, the prayer for condonation of delay stands allowed.
