Sri. Sinha seeks leave to withdraw this writ appeal with liberty reserved to the appellants to file appropriate proceedings. Liberty is granted but it is made clear that the respondents in the said petition will have liberty to raise all objections available to them. The writ appeal is dismissed as withdrawn.
