G.A. Mr. S. Chakraborty for the State-respondent-O.Ps and learned counsel Mr. Bidyut Majumder for the Union of India are present. By filing this petition, the petitioner prayed for adding two new respondents i.e. the Department of Personnel and Training (DOPT), Govt. of India and the Union Public Service Commission as respondent Nos. 5 and 6 respectively in the connected writ petition.

After hearing learned counsel of both side, I am of considered opinion that addition of respondent Nos. 5 and 6 as prayed for, will not change the nature and character of the writ petition and such addition may facilitate proper disposal of the writ petition. Accordingly, the prayer for addition of party is allowed. Registry is directed to amend the writ petition accordingly adding the names of respondent Nos. 5 and 6.

Learned counsel Mr. Bidyut Majumder receives notice on behalf of respondent No.5 and so no further notice need be issued on respondent No.5. An extra copy of the writ petition may be supplied to learned counsel Mr. Majumder. Notice be issued to the respondent No.6 returnable within four weeks. The petitioner is to take steps for service of notice on respondent No. 6 within 3(three) days.

List the writ petition on 24.04.2015.
