Mr. Bhattacharji, learned counsel appearing for the writ petitioner has fairly acceded that the respondent No.8 is not a necessary party. Having regard to that concession made by Mr. Bhattacharji, learned counsel appearing for the writ petitioner as well as on scrutinising the pleading, this court is of the view that the respondent No.8 is not a necessary party in this dispute.
