I do not find any special circumstance in which this court can interfere in this matter. The principle laid down in Praga Tools Corporation case (reported in AIR 1969 SC 1306) is not applicable here in the facts and circumstances of this case.

Hence the writ application is dismissed.

There shall be no order as to costs.

The petitioner always has the liberty to move the appropriate forum.
