Learned counsel for the CESC Limited submits that inspection has been conducted in respect of the said premises.

It appears that the petitioner's premises is in the first floor and the petitioner is a leaseholder. There is a common meter board in the ground floor of the premises.

Counsel for the respondent no. 4 submits that her client does not have objection to the meter being installed within the premises of the petitioner in the first floor.

Counsel for the CESC Limited, however, submits that all meters in respect of the particular premises are required to be located at one place in terms of the relevant Rules.

Since the main meter board of the entire premises is on the ground floor, the petitioner's

meter shall also be located in the ground floor where the common meter board already exists.

In that view of the matter, since the petitioner has already put in the necessary charges for fresh supply, the CESC Limited shall within a period of seven days from date instal a fresh meter in the name of the petitioner at the common meter board of the premises in the ground floor.

In the event of any obstruction, the Officer-in-Charge, New Alipore Police Station shall render all assistance including deployment of any force, at the cost of the writ petitioner. The petitioner and/or the CESC Limited may make such request for police assistance.

In the event, there is any padlock or other obstruction in accessing the meter board, the police authority is authorised to remove such obstruction and/or break open any such padlock.

With the aforesaid directions, the writ petition is disposed of.

There will be no order as to costs.
