In such circumstances, the impinged order is set aside and the concerned respondents are granted liberty to decide the matter afresh after hearing the petitioner and the representative of the workman concerned and to pass a reasoned order. Such order is to be passed within a period of three months form the date of communication of this order.

The writ petitioner is, thus, allowed.
