The petitioner is aggrieved by certain action taken by the respondent no.4, Bengal State Table Tennis Association.

A preliminary objection has been raised by the learned advocate appearing on behalf of the respondent no.4 regarding maintainability of the writ petition.

It has been submitted that the respondent no.4 will not qualify as an authority under Article 12 of the Constitution of India.

I have heard the submissions made on behalf of the parties.

The Court is not satisfied that the respondent no. 4 can be treated as 'State' under Article 12 of the Constitution of India.

In view of the above, the Court is not inclined to exercise jurisdiction in this matter. 7.

The writ petition fails and is hereby dismissed.

It will, however, be open for the petitioner to approach the competent forum for resolution of the dispute, if so advised.

Urgent certified photocopy of this order, if applied for, be supplied to the parties expeditiously on compliance of usual legal formalities.
