The petitioner prays for a direction upon the Secretary, West Bengal Board of Primary Education to hand over his two year D.El.ED Course (ODL Mode) mark-sheet and certificate.
It is the specific case of the petitioner that he appeared in the two year D.El.ED Course (ODL Mode) and qualified the same for the session 2013-2014. The petitioner has made a representation before the Secretary of the West Bengal Board of Primary Education on 10th July, 2019 and alleges that the same has not been considered till date.
As it appears that the petitioner's representation praying for issuance of mark-sheet and certificate of two year D.El.ED Course (ODL Mode) for in-service teachers is pending consideration at the end of the Secretary, West Bengal Board of Primary Education, accordingly no useful purpose will be served by keeping the writ petition pending.
The writ petition is accordingly disposed of by directing the respondent No. 3, Secretary, West Bengal Board of Primary Education to consider the representation filed by the petitioner on 10th July, 2019 at the earliest, but positively within a period of eight weeks from the date of communication of a copy of this order.
In the event, it appears that the mark-sheet and the certificate of the petitioner is lying with the Board, then the same shall be handed over to the petitioner immediately.
If it appears that the Board does not possess the certificate, then necessary step shall be taken by the Secretary of the Board to instruct the Bankura District Primary School Council or the college authority from where the petitioner appeared in the said examination to hand over the certificate and mark-sheet to the petitioner at the earliest. The writ petition stands disposed of.
The petitioner is directed to forward a copy of his admit cards and the representation dated 10th July, 2019 filed by him before the Secretary at the time of communicating the order of this Court. Urgent photostat certified copy of this order, if applied for, be given to the parties on completion of usual formalities.
