The acquisition proceedings started in the year 1982 and concluded in the year 1984. The petitioner has made an application for the first time in the year December, 2019 for employment of his son under a scheme of the ECL. This Court notices that the application is hopelessly barred by time since the acquisition was completed in the year 1984 and compensation was paid in 1991. There is a delay of 38 years in making the application under the aforesaid scheme. No relief, therefore, can be granted to the petitioner. The writ petition fails and is hereby dismissed. There shall be no order as to costs.
