There is no doubt that the amount of Rs. 22.77 lacs is due to the petitioner as has been admitted by the Block Development Officer, Bandwan Development Block on 9th November, 2020.

Learned counsel appearing for the State, however, submits that the respondent no. 2 being the Principal Secretary, Government of West Bengal, Department of Paschimanchal Unnayan Affairs, has placed the matter before the Finance Department who in turn has asked for a Field Report to be prepared by the respondent no. 2 for ascertaining the dues to the petitioner and other contractors regarding the work done by them.

WPA 609 of 2022 is disposed of with a direction on the respondent no. 2 to complete the field verification and submit a Report pursuant to the same within two weeks from date. The Report shall be placed before the Finance Department within 30th November, 2022. The Finance Department shall thereafter disburse the amount as admitted in the document dated 9th November, 2020 to the petitioner within a period of four weeks from the date submission of the Report but not beyond 31st December, 2022.
