Upon perusal of the pleadings, it appears that the matter is not adversarial in nature. The petitioner claims to be the owner of Plot No. 650 under Mouza Khirshberia, within Block ShyampurI, J.L. No. 99, P.S. Shyampur, Khatian No. 55, District Howrah.

The petitioner submits that there exists a common passage connecting his plot of land with the adjoining plots in the locality. It is further submitted that the said passage is a "kaccha" road, as a result of which the local residents face considerable inconvenience, particularly during the monsoon season. The petitioner, therefore, seeks a direction upon the Panchayat Authority to take appropriate steps for converting the said "kaccha" road into a metalled or concrete road, for his

benefit as well as for the benefit of the residents of the surrounding area.

Learned counsel appearing on behalf of the petitioner submits that a representation dated November 3, 2025 was made before the respondent authorities; however, the same has not yet been considered.

In view of the aforesaid facts and circumstances, the Block Development Officer, Shyampur-I Block, being respondent no. 2, is directed to consider the representation dated November 3, 2025 in accordance with law within a period of one month from the date of communication of this order.

The Block Development Officer shall afford an opportunity of hearing to the petitioner and other concerned parties and shall pass a reasoned order within the aforesaid period.

Accordingly, WPA 905 of 2026 stands disposed of.

Urgent photostat certified copy of this order, if applied for, be supplied to the learned advocates for the parties on usual undertakings.
