Since the private respondent has refused to receive a copy of the application, the same is treated to be good service and the matter is taken up ex parte against the private respondent.

Learned counsel for the petitioner contends that despite repeated representations by the petitioner to the Station Manager concerned of the WBSEDCL, the grievance of the petitioner, to the extent that an illegal connection has been given to an unauthorized occupant at the petitioner's premises, has not yet been resolved. Learned counsel appearing for the WBSEDCL submits that if there is a dispute in that regard, the Ombudsman is the appropriate authority to consider such issues.

However, since the innocuous grievance of the petitioner at present is that the petitioner's repeated representations are not being considered, WPA 690 of 2023 is disposed of by directing the respondent no.6 to consider and disposed of the representations of the petitioner annexed to the present writ petition expeditiously, positively within four weeks from date upon giving an opportunity of hearing to the petitioner, in accordance with law.

Upon such consideration, the outcome thereof shall be intimated to the petitioner by the respondent no.6 immediately.

There will be no order as to costs.

Urgent photostat copies of this order, if applied for, be given to the parties upon compliance of all requisite formalities.
