The petitioner has filed her first application for transfer on 02.08.2021 which was returned to her by the School Service Commission on 29.08.2021. The petitioner again files an application on 27.09.2021 by which time the colour of the entire matter has changed. The question of transferability came into effect by amendment of the General Transfer Rules, 2015 by notification dated 8th September, 2021. Now, the petitioner's grievance is that her application has not been transferred by the Head of the institution.

I do not find any wrong has been committed by the Head of the institution in not forwarding the application.

The Head of the Institution is directed to forward the application to the District Inspector of Schools and the concerned District Inspector of Schools is directed to see whether any local arrangement can be made within a reasonable period of time.

With this observation and direction, this writ application is disposed of.
