We have heard the learned Counsel for the parties. 2.

The principal grievance of the petitioners appears to be non-adherence to the guidelines to Police Officers investigating cases under SC/ST(POA) Act, 1989 and PCR, Act, 1955.

It is needless to mention that the guidelines are required to be followed by the Investigating Agency in conducting instigation under the SCST Act.
