Mr. Amal Kumar Sen Ms. Ashima Das (Sil) ... for the State It appears from the submissions made on behalf of the learned counsel appearing for the petitioner and the respondent no. 2, namely, the Regional Transport Authority, Nadia, it appears that an application made by the petitioner for Permanent Contract Carriage Permit in a particular route on 22nd August, 2019 has not been disposed of by the respondent no. 2 till date. It is clear from the submission made on behalf of the concerned respondents that the respondent no. 2 does not have any ground for the unexplained delay and keep the petitioner wait for more than two years for taking the decision in the matter.

In view of the above, the respondent no. 2, is directed to give a reasoned decision upon hearing all concerned parties within a period of two weeks from today and pay a costs which are reasonably assessed at Rs. 10,000/- within ten days from date to Bharat Sevasram Sangha, Kolkata within a month from today. A copy of the reasoned order should be communicated to the petitioner within a week from which the decision is taken.

The last order reflects the names of advocate appearing for State and not for the petitioner and should be corrected accordingly.

WPA 379 of 2020 is disposed of in terms of the above.
