No one appears for the State.

It appears from the submissions made on behalf of the learned counsel appearing for the petitioner and the respondent no. 2, namely, the Regional Transport Authority, Nadia, it appears that an application made by the petitioner for Permanent Contract Carriage Permit in a particular route on 22nd August, 2019 has not been disposed of by the respondent no. 2 till date. It is clear from the submission made on behalf of the concerned respondents that the respondent no. 2 does not have any ground for the unexplained delay and keep the petitioner wait for more than two years for taking the decision in the matter.

In view of the above, the respondent no. 2, is directed to give a reasoned decision upon hearing all concerned parties within a period of two weeks from today and pay a costs which are reasonably assessed at Rs. 10,000/- to Helpage India within ten days from date. A copy of the reasoned order should be communicated to the petitioner within a week from which the decision is taken.

WPA 381 of 2020 is disposed of in terms of the above.
