I direct the petitioner to meet the Deputy Secretary within a period of seven days and I direct the Deputy Secretary to give a hearing to the petitioner within a period of three weeks thereafter and to pass a reasoned and speaking order within a period of two weeks thereafter and to communicate the same by the said two weeks.

With the above observation and direction, this writ application is disposed of.
