The petitioner is a reserved category candidate. He appeared in the selection test for Primary Teachers' Recruitment Examination, 2009 which was held on 16th May, 2010, result of which was published on 9th June, 2010 in the official website of the District Primary School Council, Purulia.

The name of the petitioner did not appear in the list of the empanelled candidates.

The petitioner filed a representation before the Council in August 2010.

The petitioner has approached this Court after nearly 12 years of the examination with a prayer for recruiting him in the post of Assistant Teacher in the primary school.

The selection process which was initiated in the year 2009 stood completed long back and thereafter

several subsequent recruitment processes were conducted and concluded.

The petitioner has approached this Court after 12 years of inordinate unexplained delay.

The writ petition is hopelessly time barred. No relief can be granted in favour of the petitioner in the present writ petition.

The writ petition fails and is hereby dismissed. Urgent photostat certified copy of this order be supplied to the parties, if applied for, as early as possible.
