Ld. Counsel for the appellant submits that in spite of several attempts to serve upon the respondents as indicated in the office report, they could not be served. As such he has prayed for substituted service under Order 5 Rule 20 of C.P.C.

It transpires from the office report that the appellant has not yet filed postal cost along with written up notice forms, and present and proper address for service of notice of appeal for respondent nos. 7(C)(ii), 16(ga)(A-C), 16(uma)(A-B), 17(b-d) through speed post with A.D.

In view of the facts and circumstances the appellant is hereby directed to take necessary steps for service of notice of appeal upon the said respondents as mentioned herein above in accordance with law within one week after puja vacation.

The department is also directed to take necessary steps within one week after vacation.
