The grievance of the petitioner is having heard the application for Reciprocal Registration, which was rejected, can be addressed in the manner as indicated herein.

The petitioner's educational qualifications from Odisha are on record. The petitioner's application was, however, rejected by a handwritten endorsement of Higher Secondary Vocational not applicable. Guideline 10 mentions vocational stream. Guideline 15, however, restricts such liberty to candidates who have passed the 10+2 Examination after 2020. The petitioner passed her Higher Secondary Examination in 2009.

Whether the petitioner is eligible under the governing guidelines, must be decided by the respondent no.3 being The West Bengal Nursing Council. The rejection is in the form of a barely legible

handwritten endorsement. The guidelines do not even indicate whether the conditions applied to the petitioner. The petitioner at the very least is entitled to a reasoned order as to whether the petitioner qualifies for the Reciprocal Registration.

W.P.A.1149 of 2022 is accordingly disposed of with a direction on respondent no.3 to consider the case of the petitioner including all her educational qualifications from the State of Orissa and dispose of the same by way of a reasoned order after hearing the petitioner within a period of four week from date. A copy of the reasoned order shall be made available to the petitioner within a week from the date of such reasoned order.
